It's unclear if it was ever intended to be endgame content. We were told there were plans for that area of the map by ZOS, but apparently such plans never came to fruition. I suspect that originally that was in fact the plan, but the original vision of the game also had Cyrodiil PVP as the endgame content Yeah, people have been talking about this since release or before. Rule violators will be warned and/or subsequently removed at the discretion of the moderation team. Violation of the Rules is best addressed using the Report function.
